There are quite a few options out there, all with their own benefits.  Dreamweaver is a program made to try and make web design as easy as possible.  It has a lot of functionality and may be a good place to start.  A lot of websites these days are being built as ASP pages.  If that's the style you want you could use Microsoft's  ASP .Net 2.0.

Volusion is a pretty good bet if you're doing e-commerce. It's an easy-to-use interface and it does all the coding for you. Good place to start if you're inexperienced, but it costs per month.

Another option is the open source OSCommerce. It's free, but requires more technical knowledge, so pick your poison.

If you're looking for free software, here is a list:

For Windows:
NVU - http://www.nvu.com/index.php

For Mac:
Site Studio (You'll have to search around as the site is gone)
EasyCSS
NVU (same link as above)

For The web:
Drupal
Wordpress
Joomla

If you're just looking for something quick and easy, I suggest search for free templates.  Google "opensource templates" or something like that.

If you want a dynamic site, then check out drupal, wordpress, or joomla which are full software packages that will have a site up and running for you in minutes.

Web page design is a process of conceptualization, planning, modeling, and execution of electronic media content delivery via Internet in the form of technologies (such as markup languages) suitable for interpretation and display by a web browser or other web-based graphical user interfaces (GUIs).
