Is there a way to completely wipe out the hard drive? I actually want to do a fresh install of Windows XP.

Just put in the xp cd and then boot to the cd and format the drive.

That's definitely the easiest way to do it.  Then it will just continue the windows install once it's done.

when I've had some sticky windows problems (like ME) I've gone one step further.  To do an actual Low level reformat, you might be able to get a tool from the driver manufacturer, but usually you will need to send it back to the factory (rarely worth it)

What I've done is I'll grab a linux CD or ISO and install linux.  Since linux by default uses a different file format, it will completely overwrite the windows partition, boot information etc. Then you can reinstall windows.

When you reinstall windows make sure that you do NOT use the quick format option.

Want to know an easier way to do a low-level format? Buy a new hard-drive and reinstall Smiley
